from the General Assembly in Beijing
IUPAC held
its 43rd General Assembly in Beijing, China, from 12-21 August 2005.
This was the first General Assembly to be held in China, or in Asia.
Professor
Kazuko Matsumoto elected IUPAC Vice President
At the Council meeting, Prof. Kazuko Matsumoto was elected vice
president (president elect) for 2006-2007. Upon stepping in as president
in 2008, she will become the second president from Japan and the
first woman president since the Union was established in 1919. The
Division is proud to see one of its members at the top executive
position. We congratulate her and wish all the success in guiding
IUPAC in its mission.
Analytical
Chemistry Division Committee meeting
The ACD committee met during the GA in Beijing. We were happy to
see our meeting assisted by a number of young observers and visitors;
some of them have become future members of the ACD Committee as
National Representatives (S. Kacaoba, W. Wang, H. Watarai).
The discussion confirmed the maintenance of the project portfolio
and generation of new projects as the core business of the Division.
In this spirit a division workshop on "Future Opportunities
and Challenges for the ACD" was held in the tradition of former
workshops held in Ottawa 2003 and in Vienna 2004.
The three core areas of the work of the Division were confirmed
to be: critical evaluations of data and methods, quality assurance
and terminology. They are complemented by a number of emerging issues
such as bioanalysis, nanotechnology, support for developing countries
The Division meeting was followed by an open meeting promoted by
WPQA to discuss the progress of the project "Metrological
traceability of measurement results in chemistry". The
aim of this Project is to arrive at an 'IUPAC view' on 'Traceability',
a key concept in all measurement. The lack of consensus on this
concept is unfortunate in view of the drastically increased use
of chemical measurement results in important descriptions and decisions,
such as those relating to international trade. Therefore IUPAC needs
to produce a science-based, objective and unbiased view of 'Traceability'.
ACD Division
composition 2006-2007
The officers for the2006-2007 biennium are R. Lobinski (President),
A. Fajgelj (Vice-President), K. Powell (Past President) and R. Smith
(Secretary).
The six elected titular members are: P. DeBievre, J.A. Jönsson
(re-elected), W. Lund , D.B. Hibbert (re-election), M. Bonardi (re-election),
and J. Labuda. H. Gamsjager (SSED chair), W. Kutner (ICTNS), K.
Murray, U. Karst, Z. Chai, P. Minkkinnen were appointed associate
members during the meeting. National representatives on the Division
Committee are: Z. Mester (Canada), C. Balarew (Bulgaria), E. Dominguez
(Spain), H. Watarai (Japan), B. Spivakov (Russia), E. Zagatto (Brazil),
S. Kocaoba (Turkey), and W. Wang (China).
Teamwork congratulates all the elected and appointed members and
is looking forward to their contribution to the Division's work.

Chemistry Division projects at the GA
The GA offered an opportunity for the presentation of number of
our current projects as posters. This opportunity was grasped and
8 posters were presented:
- IUPAC standard definitions of terms relating to mass spectrometry

- The IUPAC Compendium of Analytical Terminology on-line edition:
a free resource (D. Moore)
- Chemical speciation of mercury(II) with environmental inorganic
ligands (K. Powell)
- Compendium of physical and chemical properties of selected pesticides
(D. Shaw)
- The IUPAC Stability Constants Database (SC-Database) (K. Powell)
- Terminology, quantities and units concerning production and application
of radionuclides in radiopharmaceutical and radioanalytical chemistry
(M.L. Bonardi)
- Thermodynamic analysis and application of metal carbonate solubilities
(H. Gamsjaeger)
- International Organization for Chemical Sciences in Development
(W.R. Benson)

APAT-
IUPAC Workshop - Rome, Italy, 4-8 March 2006
The even year
meeting of the Analytical Chemistry Division Committee will be held
in Rome on 4-5 March 2006. We are going to enjoy the hospitality
of APAT, the Italian Environmental Protection Agency. Our meeting
will be followed by a workshop on "Combining and reporting
analytical results. The role of (metrological) traceability and
(measurement) uncertainty for comparing analytical results"
organized on 6-8 March jointly by IUPAC-APAT and IAEA. Please visit

New
Division projects
- IUPAC
Stability Constants Database - completion of data collection up
to 2006
Task group chaired by Kip Powell
SC-Database
is used as the principal source of literature data for the steady
stream of "Critical evaluations of stability constants"
that are published by Division V. For this reason it is necessary
to keep the database up-to-date. Although such evaluations come
within the scope of Division V and its Solubility and Solution Equilibrium
Data sub-committee, the relevance of the database is much wider,
particularly to aspects of inorganic chemistry, physical chemistry
and environmental chemistry. Division V is investigating ways of
encouraging a more inter-Divisional ownership of the database.
Data compilation for SC-Database involves literature search and
evaluation, then data entry using the program SCEnter, and quality
control checks on entered data. The data are then sent to the data
coordinator, Academic Software (AS), for conflation of master files.
Data compilation was a voluntary effort (Commission V.6) until the
mid-90's but this was unable to keep pace with publications. A Division
V project funded by the Project Committee in 2000 and completed
in 2005 captured data for 47 journals (1995-2001), captured some
1000 "missed" references (1970-95), corrected many errors
transferred from the book volumes (1900-1973) and completed compilation
for 8 additional or new journals (environmental, engineering and
biochemical).
Coverage is currently complete to the end of 2002 for 26 mainstream
journals, to 2001 for 11 journals, 2000 for 9 journals. The objective
of the new project is to bring the literature coverage in the IUPAC
SC-Database up-to-date to 2006. The project also aims at establishing
a team of experts to supervise data entry and oversee quality control
and assuring a succession of experts to continue this work beyond
the current project.

- Glossary
of terms related to solubility
Task Group chaired by David Shaw
Clear and consistent
use of agreed-upon terminology and nomenclature is essential for
unambiguous scientific communication. For many years Division V
has carefully prepared recommendations for analytical chemistry
related terminology and nomenclature. They are all summarized in
the Compendium of Analytical Nomenclature (the Orange Book). Updates
and revisions to the Orange Book are essential part of the Division's
project portfolio.
The existing section of the Orange Book that treats solubility equilibria
(3.2.5) is quite brief and limited to the aqueous solubility of
ionic substances. This project will revise, expand and update this
section with a comprehensive treatment of terminology related to
solubility including the solubility of gases in liquids, liquids
in liquids, and solids in liquids.
The Task Group preparing this revision is drawn from members of
the Subcommittee on Solubility and Equilibrium Data and participants
in the Solubility Data Project. Thus the Task Group consists of
an international group of solubility experts who are familiar with
the procedural requirements of a project leading to IUPAC Recommendations.
In addition the Task Group members have access to a variety of IUPAC
generated documents (Solubility Data Series Guideline for Compilers,
Evaluators and Editors; Introductions to the Gas-Liquid, Liquid-Liquid,
and Solid-Liquid Sub-series of the Solubility Data Series; and the
Experimental Determination of Solubilities). These contain many
important definitions of terms and constitute a partial first draft
of the work.

call for the project proposal selection for competitive funding
The next Selection
Date for projects for competitive funding is April 30, 2006.
It implies that all reviews must be completed by April 1, 2006 for
a project to be eligible.
